Since the 1993 season, how many independent professional baseball leagues which folded during, or had shortened seasons and then ceased operations soon after, their first seasons had an average number of regular season games played per team of 20 games or less?

Leagues which had a shortened first (and only) season, but still exceeded 20 games included:

All other leagues either played an entire first (and only) season or continued on (as the same league) at least into a second season. One example of a full-season league which lasted just one year (as that specific league) was the 2001 All-American Association (click here).  Another example is the 2007 South Coast League (click here).
